Rectifying regulations for environmental protection in construction

The State Council released amended regulations on the administration of environmental protection related to construction projects.

The amendment simplifies approval procedures on environmental protection items related to construction projects, enhances supervision during and after construction, and saves enterprises’ burdens and optimizes services.

China to regulate bike-share services

China has issued guidelines regulating bike-sharing services, according to the circular co-issued by the Ministry of Transport and nine other departments.

Bike-sharing providers should improve their online-to-offline services, make clear the modes and standards of payment, establish a complaint mechanism, and buy accident insurance for consumers.

Users are required to register under their real names and sign service agreements.

Also, bike-sharing enterprises are banned from offering services to children under the age of 12.

Expand coverage of compulsory education for children with disabilities

China plans to expand the coverage of compulsory education for disabled children and teenagers.

By 2020, the enrollment rate of compulsory education for children with disabilities will be raised to 95 percent, according to a circular on improving special education from 2017 to 2020, co-issued by the Ministry of Education and six other departments.

Also by 2020, more special schools for children with disabilities beyond compulsory education will be built, and at least one special education school should be set up in regions with a population of more than 300,000 and a considerable number of children with disabilities, the circular stated.

Control tutorial courses for students during summer vacation

China will strictly prohibit irregular schooling for students during their summer vacation.

Primary and middle schools are not allowed to organize students for lessons during summer vacation, particularly lessons that charge fees, according to a circular released by the Ministry of Education.

Schools that are found violating such rules will be punished by local education authorities.

Parents should be prudent in signing up children for courses outside of school, and guide them to spend their vacation in a reasonable way.

Standards for online fundraising platforms

The Ministry of Civil Affairs released technical and management standards for charitable organizations to raise money using online fundraising platforms, which started Aug 1.

Charitable organizations that get official approval can raise funds through online platforms. Other organizations, individuals, and platform providers are forbidden from online fundraising.

Also, such platforms are not allowed to publish fundraising information initiated by unqualified organizations and individuals.
