The State Post Bureau aims:

To formulate development strategies, plans and policies for the postal industry; put forward proposals to intensify postal service reform and coordinate the development of the postal industry and transportation. It also draws up laws, administrative rules and regulations governing the postal industry.

To act as a supervisor of the postal industry, and it also aims to establish a universal postal service that covers both urban and rural areas; to improve the universal postal service and better guarantee special services; to give recommendations on pricing of the basic postal service and other postal services and to oversee the implementation of policies;

To be responsible for supervising access to the express delivery market and other postal services, to maintain exclusive selling rights of mail delivery and to supervise the postal market according to the country’s laws;

To safeguard the security of confidential communication by supervision and examination;

To supervise the security of the postal industry production; monitor, give early warnings and manage the operational safety of the industry, and ensure the security of postal communication and information;

To provide statistics, economic operation analysis and information services related to the industry, and to supervise postal services according to the country’s laws;

To examine the selection of themes and designs of commemorative stamps, as well as the annual plans related to commemorative and special stamps;

To participate in the activities of international postal organizations, to handle intergovernmental and other international postal affairs, to draw up and implement policies on foreign postal cooperation and exchanges, to handle international postal affairs and manage issues concerning Hong Kong, Macao and Taiwan according to regulations;

To manage provincial postal bureaus;

To handle other tasks assigned by the State Council and the Ministry of Transport.

Organizational Structure of the State Post Bureau

1. Office (Department of External Affairs)

Responsible for the daily operation of the State Post Bureau, such as organizing meetings, managing documents and telegrams, and carrying out tasks involving maintaining confidential security, releasing information and financial management; completes research, draft reports and comprehensive texts; handles the postal industry’s international affairs and coordinates cooperation between governments; organizes international cooperation and exchanges, and manages the postal affairs related to Hong Kong, Macao and Taiwan in line with regulations.

2. Department of Policies and Legal Affairs

Puts forward development strategies, plans, standards and policies for the postal industry, and drafts laws, administrative rules and regulations governing the industry; puts forward suggestions for reforming the industry; formulates plans for the use of postal resources; puts forward policies to coordinate the development of the postal industry and the transportation industry; promotes science and technology related to the postal industry; collects statistics, and carries out economic operation analysis and information services related to the industry; handles relevant reviews and appears in court if summoned; examines the legitimacy of the Bureau’s regulations.

3. Department of Universal Services (Department of Confidential Correspondence)

Puts forward standards for universal and special services; promotes the establishment of the universal postal service system covering urban and rural areas, and supervises the implementation of universal postal service obligations as required by law; puts forward policies on the pricing of postal services and recommendations on the pricing of basic postal services, and supervises their implementation; formulates policies on universal services and special services - such as confidential correspondence, communication related to the distribution of the Party’s newspaper and journals, and delivery of literature for the blind - and supervises their implementation; supervises and examines work related to confidential correspondence, ensures the security of confidential correspondence, and studies and solves problems related to the security of confidential correspondence; examines the selection of themes and designs of commemorative stamps; and examines the annual plans related to commemorative and special stamps.

4. Department of Market Supervision & Inspection

Regulates the postal market according to the country’s laws, and safeguards the exclusive rights of letter delivery service; supervises the market access system for such postal services as express delivery service; regulates the philatelic market according to the law; supervises the security of the postal industry production, and monitors, gives early warnings and manages the operational safety of the industry; and formulates policies ensuring the security of postal communication and information and supervises their implementation.

5. Department of Personnel

Formulates management rules concerning personnel, education, training and remuneration, and organizes their implementation; guides the creation of a talented group of workers for the industry; and manages issues related to personnel and cadres of the Bureau.

6. The Party Committee

Responsible for communication between the Party and the people related to the State Post Bureau and affiliated institutions in Beijing.
