State councilor urges better state administrative system

A better state administrative system is a must as the superstructure should be aligned with economic foundation, and also important for adhering to and improving a socialist administrative structure with Chinese characteristics, as well as building a law-based administrative governance system with clear responsibilities, State Councilor and Secretary-General of the State Council Xiao Jie wrote in an article on Nov 18.

The article was published in Qiushi Journal, a flagship magazine of the Communist Party of China Central Committee.

Continuous improvements in the state administrative system can help enhance China’s national system and its implementation, and further incorporate its advantages into efforts to modernize the system and capacity of state governance, he said.

To drive modernization, he said, the Chinese government needs to turn its priorities to a more sound development environment and better public services for a more fair and equitable society, to give people a stronger sense of gain, and a safer, happier life.

It also means keeping to the direction of reform in a socialist market economy, to allow the market to play a decisive role in allocating resources, he added, indicating the need to limit the government's interference with market activities as much as possible.

Both necessitate a better state administrative system, according to the article.

Also according to the article, improving the state administrative system requires actions in a range of areas, involving government functions, administrative decision-making, intergovernmental coordination, administrative law enforcement, and government services.

Efforts are needed to improve government functions, including economic adjustment, market supervision, public services, and ecological and environmental protection, and to streamline administration and delegate powers.

The government should also move toward a law-based decision-making mechanism in a more scientific and democratic way, with more attention given to procedures concerning major administrative decisions.

In addition, for policies to yield expected results, governmental departments should coordinate and cooperate with each other to boost work efficiency on the whole.

To reform the administrative law enforcement system, the government should trim unnecessary administrative items, integrate enforcement teams, and explore a cross-field and cross-department model of law enforcement.

The government should also innovate administrative management and services, and speed up building an integrated online government affairs and service platform, to enhance its credibility and execution, he added.
