Xiao Jie, state councilor and secretary-general of the State Council, addressed a national meeting of secretary-generals and directors of general offices held in Beijing on Dec 19.

Xiao stressed that staff in the system should take the initiative and responsibility, make overall plans and coordination, and create a smooth path for policy transmission. Service for leaders, lower-level colleagues, and the people should be more pertinent and effective, he said.

Given the new situation and tasks, the requirements for general offices are higher, Xiao said. Efforts should be made to overcome difficulties, and work should be done to promote the fulfillment of major tasks for society’s economic development, he added.

Xiao also stressed regulations and systems, the quality and ability of staff, and discipline.
